The suggested changes include imposing substantial penalties, equivalent to the market value of damages inflicted on public or private properties, on individuals or organizations responsible for such disruptions. According to the Law Commission, making offenders deposit the estimated value of the public property they damaged as a prerequisite for obtaining bail would serve as a deterrent to prevent such actions in the future.
